The Quality Manager Technologist reports to Fort Harrison, Montana VA Pathology & Lab Service laboratory manager and/or Medical Director, with the collateral duty of Laboratory Contracting Officer Representative. Position provides authoritative consultative service to management within the organization as it applies to quality management in a clinical laboratory setting; develops validation plans for equipment and methodology evaluations; maintains laboratory performance improvement program. The Incumbent serves as the Quality Manager Technologist for Montana VA Healthcare System with the collateral duty of Laboratory Contracting officer. The incumbent provides authoritative consultative services to management at all levels of the organization as it applies to quality management in a clinical laboratory setting. Maintains a laboratory performance improvement program and ensures monitoring of components and customer feedback. Interacts with management officials and organizations involved in inter-laboratory quality assurance and proficiency testing at Fort Harrison laboratory. The incumbent must have knowledge of accrediting agencies and regulatory requirements. Develops validation plans for equipment and methodology evaluations and evaluates statistical data collected. Responsible for laboratory continuous readiness for regulating agency inspections and accreditation from agencies such as the Joint Commission (JC), the US Food and Drug Administration (FDA), the American Association of Blood Banks (AABB). In addition to the required core competencies, must demonstrate the following: Duties include but are not limited to: - Responsible for Laboratory continuous readiness for regulating agency inspections and accreditation from agencies such as Join Commission (JC), US Food and Drug Administration (FDA), American Association of Blood Banks (AABB), and conducts quarterly readiness audits at each testing location. - Designs, establishes, maintains, evaluates and reports comprehensive Quality Assurance and Continuous Quality Improvement program for the MT VAMC Pathology and Laboratory Medicine Service (PLMS). - Creates and applies reengineering and continuous performance improvement initiatives, both within the laboratory and/or the organization. - Develops/writes technical bulletins, procedures, training materials and other program materials, which ensure accreditation and compliance with all regulatory agencies concerning patient testing, result reporting, and proficiency testing; develops and implements corrective action when deficiencies are identified. - Serves as Point of Contact for the CAP proficiency testing program at all Pathology and Laboratory locations; acting as liaison with the Regional Technologist and VA Central Office (VACO) as it pertains to proficiency testing queries. - Identifies, defines, and resolves issues associated with complex aspects of the collected data. - Provides guidance and advice to PLMS Technical Specialist on the development of required Quality Assurance monitors and focused reviews. - Participates in medical center and network or national initiatives as appropriate; represents the laboratory when on committees, task forces, root cause analysis, health care failure mode effect analysis and work groups. - Performs first level reviews within 5 days on all Pathology and Laboratory procedures to ensure uniformity and document control compliance for all documents created and maintained by the Pathology and Laboratory Department. Routes documents for review and approval throughout the approval chain. - Develops a system to manage policies, procedures and forms system-wide using an electronic system such as the VA's share point website, in accordance with the Joint Commission requirements. - Maintains continuing education for the certificate to serve as a COR on Pathology and Laboratory Service Medicine contracts. - Works with the Laboratory Manager to prepare contract request, fee basis testing and sharing agreements in which the Service participates. - Supports laboratory manager with the management of significant resources to include equipment, supplies, personnel, space and budget. - Reviews and approves all contracting invoices submitted by contracted vendors; manages delivered and undelivered orderable against government contracts and fund control points.
