This position establishes a formal informatics program manager for the Veterans Integrated Service Network. This presence ensures that knowledge of informatics is infused throughout the Department of Veterans Affairs (VA) health care delivery network, and that health information issues affecting the delivery of care are clearly for action. The focus of this position is to optimize effectiveness of patient care delivery and systems management in support of the VHA mission and goals. As the Clinical Informatics Pharmacist Specialist (CIPS) at VISN20, the incumbent is part of a VHA team charged with actively and vocally supporting the goal of electronic health record modernization. He/she will lead VISN level and national pharmacy informatics infrastructure for VHA, and advance VISN and national solutions for managing workflow and knowledge in clinical pharmacy systems. The CIPS will participate in VISN 20 activities to ensure that best practices are identified or developed and made available throughout the VHA health care community. The impact of the increasing number of projects and initiatives on clinical business processes requires a very high level of health care and informatics knowledge and involvement on the part of the incumbent. Standard methods of coordinating, prioritizing, troubleshooting, and implementing initiatives, in addition to creativity and innovation are required. New wireless technology allows greater portability of patient data, and the incumbent continually enhances delivery of information and care at the bedside. The emphasis on telehealth will result in greater patient access to, and control, over personal health management information, so that patients can partner with their providers in an informed manner. As the resident expert in clinical pharmacy informatics and health IT, the CIPS serves as the primary pharmacy informatics advisor to the VISN 20 Chief Health Informatics Officer, Pharmacy Leadership, VPE, CMO, and other key VISN staff. The CIPS is expected to demonstrate expert effective leadership of both small groups and large organizations; to be a strong agent for change and demonstrate an ability to understand the needs of facility based informatic officers and clinical providers. In addition, the CIPS must demonstrate understanding of the VISN 20 organizational structure and the role informatics plays within this structure.
